Выступление по телевидению Президента СССР
25 декабря 1991 года

     «Дорогие соотечественники! Сограждане!
     В силу сложившейся ситуации с образованием Содружества Независимых Государств я прекращаю свою деятельность на посту Президента СССР. Принимаю это решение по принципиальным соображениям.
     Я твердо выступал за самостоятельность, независимость народов, за суверенитет республик. Но одновременно и за сохранение союзного государства, целостности страны.
     События пошли по другому пути. Возобладала линия на расчленение страны и разъединение государства, с чем я не могу согласиться.
     И после Алма-Атинской встречи и принятых там решений моя позиция на этот счет не изменилась.
     Кроме того, убежден, что решения подобного масштаба должны были бы приниматься на основе народного волеизъявления.
     Тем не менее я буду делать все, что в моих возможностях, чтобы соглашения, которые там подписаны, привели к реальному согласию в обществе, облегчили бы выход из кризиса и процесс реформ.
     Выступая перед вами последний раз в качестве Президента СССР, считаю нужным высказать свою оценку пройденного с 1985 года пути. Тем более что на этот счет немало противоречивых, поверхностных и необъективных суждений.
     Судьба так распорядилась, что, когда я оказался во главе государства, уже было ясно, что со страной неладно. Всего много: земли, нефти и газа, других природных богатств, да и умом и талантами Бог не обидел, а живем куда хуже, чем в развитых странах, все больше отстаем от них.
     Причина была уже видна — общество задыхалось в тисках командно-бюрократической системы. Обреченное обслуживать идеологию и нести страшное бремя гонки вооружений, оно — на пределе возможного.
     Все попытки частичных реформ — а их было немало — терпели неудачу одна за другой. Страна теряла перспективу. Так дальше жить было нельзя. Надо было кардинально все менять.
     Вот почему я ни разу не пожалел, что не воспользовался должностью Генерального секретаря только для того, чтобы «поцарствовать» несколько лет. Считал бы это безответственным и аморальным.
     Я понимал, что начинать реформы такого масштаба и в таком обществе, как наше, — труднейшее и даже рискованное дело. Но и сегодня я убежден в исторической правоте демократических реформ, которые начаты весной 1985 года.
     Процесс обновления страны и коренных перемен в мировом сообществе оказался куда более сложным, чем можно было предположить. Однако то, что сделано, должно быть оценено по достоинству:
     — Общество получило свободу, раскрепостилось политически и духовно. И это — самое главное завоевание, которое мы до конца еще не осознали, и потому что еще не научились пользоваться свободой. Тем не менее проделана работа исторической значимости:
     — Ликвидирована тоталитарная система, лишившая страну возможности давно стать благополучной и процветающей.
     — Совершен прорыв на пути демократических преобразований. Реальными стали свободные выборы, свобода печати, религиозные свободы, представительные органы власти, многопартийность. Права человека были признаны высшим принципом.
     — Началось движение к многоукладной экономике, утверждается равноправие всех форм собственности. В рамках земельной реформы стало возрождаться крестьянство, появилось фермерство, миллионы гектаров земли отдаются сельским жителям, горожанам. Узаконена экономическая свобода производителя, и начали набирать силу предпринимательство, акционирование, приватизация.
     — Поворачивая экономику к рынку, важно помнить — делается это ради человека. В это трудное время все должно быть сделано для его социальной защиты, особенно это касается стариков и детей.
Мы живем в новом мире:
     — Покончено с «холодной войной», остановлена гонка вооружений и безумная милитаризация страны, изуродовавшая нашу экономику, общественное сознание и мораль. Снята угроза мировой войны.
Еще раз хочу подчеркнуть, что в переходный период с моей стороны было сделано все для сохранения надежного контроля над ядерным оружием.
     — Мы открылись миру, отказались от вмешательства в чужие дела, от использования войск за пределами страны. И нам ответили доверием, солидарностью и уважением.
     — Мы стали одним из главных оплотов по переустройству современной цивилизации на мирных, демократических началах.
     — Народы, нации получили реальную свободу выбора пути своего самоопределения. Поиски демократического реформирования многонационального государства вывели нас к порогу заключения нового Союзного договора.
Все эти изменения потребовали огромного напряжения, проходили в острой борьбе, при нарастающем сопротивлении сил старого, отжившего, реакционного — и прежних партийно-государственных структур, и хозяйственного аппарата, да и наших привычек, идеологических предрассудков, уравнительной и иждивенческой психологии. Они наталкивались на нашу нетерпимость, низкий уровень политической культуры, боязнь перемен. Вот почему мы потеряли много времени. Старая система рухнула до того, как успела заработать новая. И кризис общества еще больше обострился.
     Я знаю о недовольстве нынешней тяжелой ситуацией, об острой критике властей на всех уровнях и лично моей деятельности. Но еще раз хотел бы подчеркнуть: кардинальные перемены в такой огромной стране, да еще с таким наследием, не могут пройти безболезненно, без трудностей и потрясений.
     Августовский путч довел общий кризис до предельной черты. Самое губительное в этом кризисе — распад государственности. И сегодня меня тревожит потеря нашими людьми гражданства великой страны — последствия могут оказаться очень тяжелыми для всех.
     Жизненно важным мне представляется сохранить демократические завоевания последних лет. Они выстраданы всей нашей историей, нашим трагическим опытом. От них нельзя отказываться ни при каких обстоятельствах и ни под каким предлогом. В противном случае все надежды на лучшее будут похоронены.
     Обо всем этом я говорю честно и прямо. Это мой моральный долг.
Сегодня хочу выразить признательность всем гражданам, которые поддержали политику обновления, включились в осуществление демократических реформ.
     Я благодарен государственным, политическим и общественным деятелям, миллионам людей за рубежом — тем, кто понял наши замыслы, поддержал их, пошел нам навстречу, на искреннее сотрудничество с нами.
     Я покидаю свой пост с тревогой. Но и с надеждой, с верой в вас, в вашу мудрость и силу духа. Мы — наследники великой цивилизации, и сейчас от всех и каждого зависит, чтобы она возродилась к новой современной и достойной жизни.
     Хочу от всей души поблагодарить тех, кто в эти годы вместе со мной стоял за правое и доброе дело. Наверняка каких-то ошибок можно было бы избежать, многое сделать лучше. Но я уверен, что раньше или позже наши общие усилия дадут плоды, наши народы будут жить в процветающем и демократическом обществе.

     "Queridos compatriotas! Concidadãos!
     Tendo em vista a situação com a formação da Comunidade de Estados Independentes eu paro meu trabalho como presidente da URSS. Aceito esta decisão por razões de princípio.
     Eu sou fortemente a favor da independência, a independência das nações, para a soberania dos Estados. Mas, ao mesmo tempo e para a preservação da união estatal, a integridade do país.
     Eventos tomou um caminho diferente. A linha predominante de desmembrar o país e a separação do estado do qual não posso concordar mais.
     E depois de reunião e as decisões Alma-Ata levado para lá a minha posição sobre isso não mudou.
     Além disso, estou convencido de que as decisões dessa magnitude teria que basear-se a vontade das pessoas.
     No entanto, vou fazer de tudo na minha capacidade de acordos que são assinados lá, levaram a um verdadeiro consenso na sociedade, facilitaria a saída da crise e do processo de reforma.

     É por isso que nunca me arrependi de não ter usado o cargo de secretário-geral apenas para "potsarstvovat" há alguns anos. Considerá-lo irresponsável e imoral.
     Eu sabia que para começar a reforma desta envergadura e em uma sociedade como a nossa - é difícil e até arriscado. Mas hoje eu estou convencido da verdade histórica das reformas democráticas, que começou na primavera de 1985.
     O processo de atualização do país e as mudanças radicais na comunidade global foi muito mais difícil do que o esperado. No entanto, o que é feito é para ser apreciado:
     - A Companhia recebeu liberdade, emancipada politicamente e espiritualmente. E é - a conquista mais importante que nós não estamos ainda totalmente compreendido, e porque ainda não tinha aprendido a apreciar a liberdade. No entanto, o significado histórico do trabalho realizado:
     - Dissolvida sistema totalitário, que privou o país da possibilidade de um longo tempo para ser feliz e próspero.
     - Para fazer um avanço no caminho das reformas democráticas. Real, em eleições livres, liberdade de imprensa, liberdade religiosa, o governo representativo, o sistema multi-partidário. Os direitos humanos foram reconhecidos como princípio supremo.
     - O movimento em direção a uma economia mista, afirma a igualdade de todas as formas de propriedade. Vivemos em um mundo novo:

Mais uma vez quero enfatizar que na transição do meu lado, tudo foi feito para salvar o controle confiável das armas nucleares.
     - Abrimos o mundo, recusou-se a ingerência nos assuntos dos outros, o uso de tropas no exterior. E fomos informados que a confiança, solidariedade e respeito.
     - Nós nos tornamos um dos principais redutos para a reconstrução da civilização moderna nos princípios pacíficos e democráticos.
     - Os povos, as nações têm verdadeira liberdade de escolha quanto à sua identidade. A pesquisa para a reforma democrática do Estado multinacional nos trouxe ao limiar da assinatura de um novo tratado de união.
Todas essas mudanças exigem um enorme esforço, foi em uma luta acentuada com o aumento da resistência das forças reacionárias, velhos e fora de moda - e ex-estruturas de partido-estado, e aparelhos econômico, e os nossos hábitos, preconceitos ideológicos, igualitárias e psicologia dependente. Eles se reuniram com a nossa intolerância, baixo nível de cultura política, o medo da mudança. É por isso que perdi um monte de tempo. O sistema antigo desmoronou antes que o tempo para fazer um novo. E a crise da sociedade ainda mais aguda.
     Eu sei sobre o descontentamento da atual situação difícil da crítica contundente das autoridades em todos os níveis, e minha atenção pessoal. Mas mais uma vez eu gostaria de enfatizar que as mudanças fundamentais em um país tão vasto, e com um patrimônio que não pode ser indolor, sem o incômodo e perturbação.
     O golpe de agosto trouxe a crise para uma características finais comuns. O mais devastador nesta crise - o colapso do Estado. E hoje eu estou preocupado a perda do nosso povo do grande país de cidadania - as consequências podem ser muito graves para todos.
     É extremamente importante para mim é manter as conquistas democráticas dos últimos anos. Eles são obtidos ao longo de nossa história, a nossa experiência trágica.      " Dear compatriots ! Fellow citizens !
     Given the situation with the formation of the Commonwealth of Independent States I quit my job as president of the USSR . Accepted this decision for reasons of principle .
     I am strongly in favor of independence , the independence of nations , for the sovereignty of States . But at the same time and for the preservation of the state union , the integrity of the country .

     And after meeting and decisions Alma- Ata brought there my position on this has not changed .
     Furthermore , I am convinced that the decisions of this magnitude would have to be based on the will of the people .

     - The Company received freedom, emancipated politically and spiritually . And it is - the most important achievement that we are not yet fully understood , and because it had not yet learned to appreciate freedom . However , the historical significance of the work done :
     - Disbanded totalitarian system , which deprived the country of the possibility of a long time to be happy and prosperous .
     - To make a breakthrough on the path of democratic reforms . Real , in free elections , freedom of the press , religious liberty , representative government , the multi-party system . Human rights were recognized as the supreme principle .
     - The movement toward a mixed economy , affirms the equality of all forms of ownership. As part of the agrarian reform began to revive the peasantry , had agriculture, millions of acres of land given to villagers , townspeople . Manufacturer institutionalized economic freedom , and began to gain momentum entrepreneurship , corporatization , privatization.

We live in a new world :

All these changes require a huge effort , was in a fight with the sharp increase in the resistance of reactionary forces , old and unfashionable - and former party-state structures , and economic apparatus , and our habits , ideological prejudices , egalitarian dependent and psychology . They met with our intolerance , low level of political culture , the fear of change . That's why I lost a lot of time . The old system collapsed before the time to make a new one. And the crisis of society even more acute .
     I know about the discontent of the current plight of the sharp criticism of the authorities at all levels , and my personal attention . But once again I would like to emphasize that the fundamental changes in a country as vast and with a heritage that can not be painless , without the hassle and disruption .
     The August coup brought the crisis to a characteristic common end . The most devastating in this crisis - the collapse of the state. And today I 'm worried about the loss of our people of the great country of citizenship - the consequences can be very serious for everybody.
     It is extremely important to me is to keep the democratic achievements of recent years . They are obtained throughout our history, our tragic experience . From them , you can not give up under any circumstances and for any reason . Otherwise , all hope for the best will be buried .
     All this I speak honestly and directly. This is my moral duty .
Today , I want to thank all the people who supported the policy updates , including the implementation of democratic reforms .
     I am grateful to the State , political and public figures , millions of people abroad - those who understand our plans , supported them , he was to meet us , sincere cooperation with us .
     I leave office with anxiety . But also with hope , with faith in you , in your wisdom and strength . We - the heirs of a great civilization , and now from one and all depends on what he was revived by a new modern life and dignity.
     I would like to sincerely thank all those who over the years with me standing for what is right and good . Certainly some errors could have been avoided , not much better . But I'm sure that our efforts sooner or later will produce common results , our people will be living in a democratic and prosperous society .
